What it is
Small cities are badly served by the internet. The official municipal site is built for compliance, not for answering questions. The regional paper covers the county seat. Everything else is a Facebook group. So a resident with a straightforward question, whether their address is inside city limits, what FEMA flood zone their lot sits in, how high the Savannah River is running this week, ends up calling city hall or guessing.
This site takes each of those questions and gives it a page. The data comes from public sources that were already free and already accurate but scattered across eight different agency portals, most of which are hard to use on a phone. The work is aggregation and interface, not journalism.
It carries no advertising, requires no account, and asks for nothing. That is a deliberate constraint rather than a phase.

Notes on the build
Hand-written HTML, CSS, and vanilla JavaScript on Cloudflare Pages, with no framework, no bundler, and no build step. The performance target is 100 out of 100 on PageSpeed for both mobile and desktop, which is the real reason for the constraint: a flood page that takes four seconds to load on a phone in a storm is not a flood page.
Dynamic work runs in Cloudflare Pages Functions rather than in the browser. Separate endpoints handle /api/weather, /api/forecast, /api/weather-alerts, /api/news, and /api/jobs, which keeps third-party API keys server-side and lets news aggregation run on a schedule into a KV snapshot instead of hitting eight feeds on every page view.
Structured data is on every page, using Dataset on the flood and mosquito tools, NewsArticle on each story, and FAQPage where the page genuinely answers questions. A separate Google-compliant news sitemap runs alongside the standard one.
